The Public Service Commission of the District of Columbia (Commission), a leading utility regulatory agency, is looking for a Consumer Outreach Specialist with great communications skills, who can engage the citizens in the Nation’s Capital. As an Outreach Specialist, you will be involved in reaching and educating District utility consumers about the Commission’s programs, activities, and policies. You will be in contact with civic and neighborhood associations, government agencies, public utility companies and the citizens of the District of Columbia.
This position is in the Office of Consumer Services (OCS) of the Public Service Commission of the District of Columbia (Commission). OCS is responsible for all phases of the Commission’s community education and outreach programs. The Commission regulates the utilities and competitive companies that provide natural gas, electricity, and telecommunications services to District of Columbia ratepayers. The mission of the Commission is to serve the public interest by ensuring that financially healthy electric, natural gas and local telecommunications companies provide safe, reliable, and quality utility services at reasonable rates for District of Columbia residential, business and government customers. OCS is also responsible for investigating and mediating consumer complaints with utility service companies in the District of Columbia.
The Outreach Specialist is responsible for full participation in conceiving, planning, and attending numerous outreach events per year. The Outreach Specialist is also responsible for preparing outreach materials, planning outreach sessions, and maintaining and tracking outreach supplies. In addition, the Outreach Specialist helps prepare Power Point slideshows, and other written and printed materials for distribution. The Outreach Specialist is additionally responsible for maintaining the Commission’s outreach activities calendar and database, and tracking consumer outreach events, as well as recording consumer contact and feedback during outreach events. The ideal candidate will analyze consumer feedback at outreach events to identify and recommend future work/action plans. During outreach events, the Outreach Specialist also distributes consumer information, and fields complaints and inquiries from consumers. Finally, the Outreach Specialist coordinates the Commission’s volunteer activities by recruiting volunteers, assigning events to volunteers and providing guidance for volunteers before and during the various outreach activities. The Outreach Specialist may be required to work some evenings and weekends. Lifting of materials up to 20 pounds may also be required.

Qualifications
Knowledge of the mission and functions of the Commission and OCS, along with a working knowledge of the rules and regulations of the Commission, as well an awareness of the consumer impacts in Formal Cases before the Commission. Practical understanding of Title 15 of the D.C. Municipal Regulations, the Consumer Bill of Rights (CBOR), Commission orders, utility tariffs and established office policies, practices, and procedures. Ability to apply sound judgment in the solution of the unit issues or problems. Ability to communicate effectively both orally and in writing for the purpose of preparing reports from database results. Ability to utilize tact and persuasion in gaining acceptance of the program views. Ability to interact with various types of personalities. Ability to coach and coordinate interdisciplinary teams. Skill in preparing PowerPoint presentations and delivering presentations.

Education And Experience
Applicants must possess at least one (1) year of specialized experience equivalent to the grade 9 level. Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position including, but not limited to; providing professional-level administrative services and support to the management team of the department; performing fact-finding investigations requiring incumbent to research, analyze, and prepare pertinent data/information incidental to reports, statistical studies, special events, and/or on-going projects; examining and developing a variety of background special events, and/or on-going projects; examining and developing a variety of background information for use in presenting factual and statistical data for special projects and/or reports; etc.

An equivalent combination of education, training, and experience.
Work Environment
The work is sedentary. However, there may be some walking, standing, bending, carrying of light items, such as outreach bags and brochures, and driving an automobile. The work is primarily performed in a typical office setting but requires incumbent to attend outreach events at selected venues, i.e., schools, auditoriums, libraries, etc. A valid driver’s license and the ability to drive various passenger vehicles is preferred.
